In the South East Essex region, ECL’s regulated service delivers short-term care to adults who require a period of intensive support in their own home to help regain their independence following a period of ill health, a spell in hospital or a change in circumstance at home.

The CQC awarded ECL the top rating of ‘outstanding’ for the way the service is led, how effective it is, and the level of care.

The inspection, which took place in May 2019, praised ECL for being caring towards their customers, stating: “People were truly respected and valued as individuals: and empowered as partners in their care in an exceptional service.” When assessing the effectiveness of the service, the report found: “People’s outcomes were consistently better than expected compared to similar services. People’s feedback described it as exceptional and distinctive.”

The CQC also highlighted how well-led the service is, commenting: “Service leadership was exceptional and distinctive. Leaders and the service culture they created drove and improved high-quality, person-centred care.”

Just one per cent of community-based care services in Essex have achieved an ‘outstanding’ CQC rating, and ECL is the only in the region to be recognised as ‘outstanding’ in the effectiveness category.

The service received ‘good’ ratings for its safety and responsiveness by the CQC.

We are delighted to have achieved an overall outcome of ‘outstanding’ for our South East region. This rating is testament to the team, led by Fiona Hogg, who go above and beyond to ensure they provide an exceptional level of care to our customers. This commitment to delivering person-centred care and achieving positive outcomes, is undoubtedly a key factor in us being the first provider in the region to be recognised as ‘outstanding’ for effectiveness.
